Kosovo will likely go another year without having its army, Albanian language media in Pristina are reporting on Monday.

Kosovo "won't get army even in 2016"

Avni Mazreku, an expert on EU integration, told the daily Zeri that the formation of the army "should have been a priority for many previous governments."

According to him, without an army "Kosovo is not a real state, instead it is functioning like some semi-state."

The newspaper noted there was "no political will for that" and quoted the draft budget for 2016 as proof the Kosovo army would not be formed - namely, the budget "does not provide even for turning the security forces into an army, with complete logistics."
