Kosovo "won't get army even in 2016"
Avni Mazreku, an expert on EU integration, told the daily Zeri that the formation of the army "should have been a priority for many previous governments."According to him, without an army "Kosovo is not a real state, instead it is functioning like some semi-state."
The newspaper noted there was "no political will for that" and quoted the draft budget for 2016 as proof the Kosovo army would not be formed - namely, the budget "does not provide even for turning the security forces into an army, with complete logistics."
