EU Enlargement Commissioner Stefan Fule believes that responsibility for Kosovo’s EU perspective lies with the Pristina authorities. During a meeting with Kosovo President Atifete Jahjaga on Friday, Fule said that the European Council made a decision in December to increase cooperation between the EU and Kosovo. The EU enlargement commissioner congratulated the Kosovo president on the beginning of the talks on visa liberalization in January and called on the Kosovo authorities to make sure that Kosovo citizens could travel without visas and to continue reforms regarding the rule of law. “I also pointed out the need for a long-term and inclusive plan for northern Kosovo and the Commission is ready to provide technical and financial help in order to support the effort,” Fule noted. He repeated that the European Commission would launch a dialogue on the rule of law in Kosovo and that the first meeting would be held in spring. Fule encouraged Kosovo to stay committed to the dialogue with Serbia and to be constructive and flexible in the search for a solution to important issues such as regional cooperation. He stressed that it was of crucial importance to fully implement the agreements that had been reached in the dialogue and that they should be supported by all political options in Kosovo. The EU commissioner urged Kosovo to continue preparations for the free trade agreement, adding that the Commission was trying to determine the best moment to send a mission that would determine fact about the trade. He pointed out a need for all EU member states to harmonize their positions on EC’s draft proposal on an agreement with Kosovo that would allow it to take parts in EU programs. Fule noted that all the EU member states had agreed that Kosovo’s membership in the European Bank for Reconstruction and Development (EBRD) would contribute to Kosovo’s social and economic development.
