U.S. Secretary of State Hillary Clinton "is asking for a positive signal from the Netherlands for the unfreezing of Serbia's SAA". This is according to an article in Belgrade daily Blic this Thursday, which does not name the sources for its report. "U.S. pressuring Holland over Serbia" Clinton and new War Crimes Ambassador Stephen Rapp "are convinced that Serbia is completely cooperating with the Hague Tribunal. They will strive to objectively present Serbia’s efforts to the Dutch, so that the SAA could finally be unfrozen", says the article. The fact that U.S. is the key financier of the Hague Tribunal clearly shows how important its influence is, notes the report. It is, however, unclear how the Dutch would justify to their parliament a change of policy, and a decision to stop conditioning the ratification of the SAA with the arrest of Hague fugitive Ratko Mladic. Serbia and the EU signed the Stabilization and Association Agreement (SAA) in late April 2008 – and it was immediately suspended pending Belgrade's full cooperation with the Hague Tribunal. Now, the daily writes that "those who believe that America could change the Netherlands’ position are convinced that the key words must first come from Chief Hague Prosecutor of Serge Brammertz, who is soon arriving in Belgrade for a two-day visit". Those words, according to this, would be, “Serbia is fully cooperating with the Hague”, and "that would be enough of an alibi for the Dutch". "Brussels has also tried to get Brammertz to say the magic words even before the Americans," concludes the newspaper.
