Minister for State Administration and Local Self-Government Milan Markovic announced on Sunday two new laws. This legislation should resolve the question of the number of employees in the state administration and local self-government units, and will be adopted soon, the minister was quoted as saying. Minister announces two new laws One law will pertain to state employees and it will enable the rationalization of the number of employees in the course of 2010, and the other will regulate the question of the financing of the local self-government and encourage the spending of money on infrastructure, education and health, and not on employment, Markovic said in a statement for Tanjug. The system of the organization of local self-governments is currently stable in Serbia, and the next step will be to change the election system in the sense that citizens will directly elect their representatives in local parliaments, while the influence of parties will be practically entirely suspended, the minister specified. It is expected that the new acts will resolve the status of civil servants, which would enable a rationalization of around 10 percent in the state administration and of around 35 percent in the units of local self-government in the course of 2010. There are estimates that there are around 8,000 excess staff in the local self-governments, the minister pointed out, while there is no exact estimate for the state administration. However, it is certain that from 2,000 to 3,500 staff could leave the state administration in the course of the next year, he said
