Podgorica will wait for the UN’s opinion on Serbia’s ICJ initiative before deciding whether to recognize Kosovo, Vijesti said. Serbia will present her initiative to the UN General Assembly asking the opinion of the International Court of Justice (ICJ) on the legality of Kosovo’s unilateral independence declaration. “Montenegro to await UN opinion” “If the UN General Assembly does not discuss it or if it rejects Serbia’s request, the Montenegrin government will recognize Kosovo in the near future,” Daily Vijesti writes that quoted a source close to the government as saying. If the UN approves Serbia’s initiative, the government in Podgorica will probably wait for the ICJ’s ruling before making its own decision. Montenegrin ruling parties have proposed to parliament a resolution to speed up the country’s Euro-Atlantic integration, in which there is mention of Kosovo. According to analysts, the parliamentary debate regarding the resolution could serve as a prelude to recognition of Kosovo’s independence. French Ambassador to Montenegro Bernard Garanche said that Montenegro would be helping regional stability by recognizing Kosovo, and would cement its future within the EU. He said that “recognizing the reality in Kosovo is a political necessity that the Montenegrin government must have the courage to face.” “By following the example of the European capitals that have recognized Kosovo independence, Montenegro will contribute further to regional stability and strengthen its future within our common home—the EU,” Garanche said. He added that France, along with other countries, was continuing important work in Kosovo “in an effort to create the conditions needed for peace and prosperity of all ethnic groups that co-exist in Montenegro’s vicinity.” “European countries also expect this to be the goal of the EULEX mission in Kosovo too,” Garanche said. He said that harmonious relations between ethnic and national communities in Montenegro “give that country the possibility to communicate and cooperate with all other neighbors and maintain everyday contact with Kosovo in order to support regional stability.”
