Local governments were constituted in Presevo and Bujanovac yesterday without the participation of Serb parties. Ragmi Mustafa, who was the Presevo municipal president recently, is now the president of the municipal assembly. No Serbs in Presevo, Bujanovac local govt. That is the most that Mustafa and his Democratic Party of Albanians could get from Riza Halimi, whose Party of Democratic Action won 13 of 38 seats in the May 11 local elections. The municipality president was not elected at last night’s meeting and it is now expected that this will take place some time next week. Most expect that Riza Halimi will take the position. Mustafa, for his part, said that there are no Serb officials in the new local authorities because they were not necessary for him and Halimi to form a majority. The local government was formed in Bujanovac with the election of Shaip Kamberi as president and Nagip Arifi as vice-president of the municipality. Kamberi headed the election list of Halimi’s party in Bujanovac, which won 13 of 41 seats in the assembly. His deputy, Arifi, was the former municipal president. Jonuz Musliju, leader of the Movement for Democratic Progress, was chosen as the president of the Bujanovac assembly. His deputy is from the same party. Kamberi said afterwards that there were hopes that an agreement would be reached at the last minute for the participation of Serb officials in Bujanovac. This did not occur because Serbs were not satisfied with the offers made to them – which included the position of deputy assembly president and two of the ten seats in the municipal council.
