Pieter Feith says the EU mission, EULEX, will begin functioning in Kosovo on June 15, when the Kosovo constitution takes effect. “After June 15, the International Civil Office will become a special authority for assisting and advising in the implementation of the Ahtisaari plan in Kosovo,“ the EU’s representative to the province said after a meeting with Kosovo Prime Minister Hashim Thaci. Thaci discussed with Feith further concrete steps in Kosovo, especially after the constitution takes effect, he told reporters. “Allour efforts are joint, and so will be the success, that is why we have full accordance between the Kosovo institutions and the new international civil authority,“ Thaci said. He said that after June 15, the jurisdiction and authority of the Kosovo institutions will be increased with the help of international observers, with the goal of implementing the plan created by former international envoy Martti Ahtisaari for the internationally-supervised independence of Kosovo. The plan was not adopted by the UN as is rejected by Belgrade, which also considers EULEX to be illegally in the province, since its presence is not defined by UN Resolution 1244.
