He also said the Russian initiative that the UN Security Council mission conducts an all inclusive assessment of implementation of standards will constitute for “a real basis for a new process of negotiations,” according to the government website.

“We must begin with this most simple question – why can 40,000 Serbs not return to Priština and live normally in their homes? The UN Security Council must above all answer this question and ensure that the issue of return of all those who were persecuted is resolved in new negotiations,” Koštunica told the agency.  

Only a joint stand by Serbia and Russia and all Security Council members, particularly the permanent members can deal with threats of violence, Koštunica said.

He added that the international community would thus demonstrate it is “stronger than blackmail and threats by terrorists and is capable and determined to secure peace in the province and punish all those who dare to opt for violence”.

The UN Security Council fact-finding mission will visit Belgrade and Kosovo April 25 - 28.
