The EU Council of Ministers received the “green light” today to begin talks with Moscow over a new partnership between the EU and Russia. According to the EU’s presiding country, Slovenia, this decision will enable talks to begin at the EU-Russia summit in Siberia on June 26-27. The ambassadors of the 27 EU member-states approved the start of negotiations for a new partnership with Russia on May 21, after 18 months of deadlock brought about first by Poland and then, since March, by Lithuania, who both called on the EU to take a stronger stance towards Moscow over the situation in Georgia. The EU needs to begin talks with Moscow over energy, political and other issues, in the hope of improving relations with Russia, which have been on the decline since Vladimir Putin became president in 2000.
