EU is moving target, says chief negotiator

She underlined that the process of harmonization of the Serbian laws and regulations in the sphere of public procurement is at the advanced stage, but added that the EU will change its regulations next year.

“All rules will be changed completely so we are in a somewhat more difficult situation than we though before the beginning of the talks on this chapter,” she said.

Predrag Jovanović, head of the working group for this chapter and director of the Public Procurement Office, said that the Serbian law is all but harmonized with the EU directives, but the implementation is equally important.

“The law should be enforced everywhere equally and consistently, from the smallest to the largest municipality in Serbia, and that would reduce corruption to the minimum,” he said.

The screening, which is the process of assessment of compliance of the candidate country's laws and regulations with the EU standards, is a necessary part of preparations for the opening of the talks on each of a total of 35 chapters.
