The Kosovo Albanian government in Pristina could move to call elections for the municipality of northern Kosovska Mitrovica. This could come in September or October, according to Local Self-Government Minister Sadri Ferati. Pristina announces elections in north He said those two months would be "very dynamic". Ferati told an Albanian language newspaper in Pristina that "by strengthening the Kosovo mechanisms and the work of international factors, there will be conditions for forming the municipality in the north". The ethnically divided town of Kosovska Mitrovica is made up of the Albanian, southern part, and the predominantly Serb, northern area. Serbs there do not recognize the authority of the government in Pristina. "We expect that stronger activity of EULEX and police in that part will create a safer environment and we will continue with normalizing life there," said Ferati. He also expects that the implementation of the Ahtisaari plan would make more progress in the coming months. Four news municipalities have been formed according to the plan, all south of the Ibar River. The fifth is planned to be Northern (Kosovska) Mitrovica. The plan, that was never approved by the UN Security Council, and was rejected by Belgrade, was used as a basis for the Kosovo Albanian unilateral declaration of independence, made two and a half years ago.
