French Foreign Minister Bernard Kouchner says Turkey does not top the list of EU candidates, "because all of the Western Balkans" must join first. "For now we are opening up one negotiations chapter at a time, which takes time," Koucher was quoted as saying in Sweden as he informally met with his Turkish counterpart Amhet Davutoglu French FM: Balkans first, then Turkey RFE reports that the current EU chair Sweden repeated its support for Turkey's bid to join, but that other EU partners, including France, reiterated their backing for a "privileged partnership" with that country. Davutoglu said that Sweden's support was encouraging, but that the misgivings expressed by others "threaten to jeopardize the process of Turkey's internal reforms, and strengthen anti-European feelings among the population".
