"UN Kosovo Mission to test Russia"
Dušan Janjić of the Forum for Ethnic Relations said the conclusions are unlikely to meet Belgrade’s expectations exactly, or those of Priština, for that matter.“The Belgium-led mission is technical in nature and its goal is to evaluate the situation in Kosovo, consider the implementation of standards, and assess possible risks of the adoption or the rejection of Ahtisaari’s plan in the UN Security Council,” Janjić explained.
“There are three possible outcomes for the mission’s findings: its report could restart Kosovo negotiations, which is what Belgrade hopes for; or prompt the adoption of Ahtisaari’s plan and the drafting of the UN resolution based on the UN envoy’s recommendations,” he argued.
He then gave an account of the third option, which is the most probable one in his opinion:
“The report would initiate the drafting of the resolution which will be partially based on Ahtisaari’s recommendations, at the same time taking into account the mission’s findings.”
Given that the mission was formed on the initiative of Russia, who disapproved of Ahtisaari’s plan, Janjić argued that it had one more task to perform:
“The mission can be understood as a sort of a test to see what Russia exactly wants to achieve in Kosovo and what it will do in the end,” Janjić concluded.
