A Hague Tribunal document shows that the Croatian leadership should have ended up in the Hague. Daily Jutarnji List referred to an internal prosecution memorandum dated September 25, 1996 that was written by Joakim Robertson entitled “Strategy: Investigation into Krajina – aim: prove ‘cleansing’”. "Croatian leadership should have gone to Hague" A number of operations linked to that memorandum were launched by the prosecution in coordination with the Croatian authorities. Until July 15, 1996, Robertson’s team collected a large amount of documentation, proof and photos used by a number of international institutions, and they had the assistance of foreign secret services, including the German and French, according to the daily. The investigative team’s targets were the key political actors in Croatia: Franjo Tudjman, Presidential Adviser Hrvoje Sarinic, Foreign Minister Mate Granic, Defense Minister Gojko Susak and Interior Minister Ivan Jarnak. Among military personnel, those under investigation included Generals Zvonimir Cervenko, Ante Gotovina, Ivan Cermak, Mirko Norac, Damir Krsticevic and Ivan Korade.
