Svilanović said that everyone involved knows what will happen with Kosovo in the end.

“That is why they agreed to hold elections first, so that Kosovo could be taken care of afterwards.” Svilanović said.

He said that the Democratic Party of Serbia (DSS) was not able to fulfill one of its main pre-election promises, the passing of a new constitution, and will try and remedy that.

On the other side, the Democratic Party (DS) will have elections by the end of the year, and the Serbian Radical Party (SRS) will gain full political legitimacy, and the EU and US will receive another democratic government.

“Who loses? Probably the best part of Serbia, the civilian sector and the liberal-democratic parties such as the LDP, GSS and others. They are sacrificed, and not for the first time.” Svilanović said, adding that the LDP and GSS should not be attacked for their calls to boycott.

“They are doing what they are supposed to do. They are creating platforms and coalitions for the elections and increasing the interests of the citizens in an alternative.” Svilanović said.

“Can such a constitution take us into the EU? That is not a question for Europeans at this moment. This is a constitution which should get us out of where we are now, but how far it can take us, that is a different question and I would answer it at a time when we are truly close to the EU. Then we will see whether they will ask for a new constitution and getting rid of Kosovo, or if they will behave like they did towards Ireland and Cyprus. At this moment, the Europeans do not even know.” Svilanović said.

One month for election campaign

If the three largest parliamentary parties, the DSS, DS and SRS, reach an agreement for holding the extraordinary parliamentary elections on the same date as the presidential elections, the voting date will probably by December 9, according to daily Blic.

The eventual second round of presidential elections would be held on December 23.

Before this is possible, there must be changes made to the elections laws, which are currently being discussed by DS and DSS officials.

“If the voting for the referendum can last two days, the elections can be held on Saturday as well. These dates are good because the second round avoids the Catholic Christmas and we can still count on widespread participation.” Blic’s source stated.

If these dates are confirmed, the laws regarding the election of national representatives would have to be changed and the regulation regarding the duration of the campaign for parliamentary elections would be altered as well. The law calls for a minimum of 45 days for the pre-election campaign, and this would be changed and shortened to 30 days.
