Russia may veto a draft UN resolution providing for effective independence for Kosovo, Russia's Ambassador to the UN says.

He added that Russia’s diplomats “had no intention of touching the draft resolution before U.S. State Secretary Condoleezza Rice ended her visit to Moscow planned for next week.”

Russian Foreign Ministry spokesman Mikhail Kamynin was also quoted as saying Saturday that "it was obvious" that a draft resolution on Kosovo submitted to the UN Security Council "contained points that Russia cannot accept."

"As we have already said more than once, a proper settlement of the Kosovo problem cannot be achieved via any coercive formula but would have to be based on agreement between the parties - the Serbs and Kosovo Albanians themselves," Kamynin said in answering a question from the media.

Journalist Tim Judah told B92 that Russia, despite its stated position, did not actually want to use veto, just as the United States had no genuine inclination towards unilateral recognition of Kosovo.

“I believe we will see a kind of an agreement over Kosovo which we could not have foreseen two months ago,” Judah opined.

“We might arrive at a conclusion that new UN Kosovo resolution likely to be based on Ahtisaari’s plan would not contain status-defining provisions,” he said adding that "these provisions would face revision one year following the new resolution’s adoption."

“I do not have a crystal ball, but I do feel that Russia and the U.S. are headed towards a compromise on Kosovo’s sustainable future,” Judah argued.

In that case, he continued, Russia might declare it managed to stop Kosovo gaining independence, as the U.S. would say to Kosovo Albanians that the independence would soon follow for as many as 95 percent of work had been done.
