"Russian withdrawal to put pressure on Assad" - Germany

"If the announcement of a Russian troop withdrawal materializes, this will increase the pressure on the al-Assad regime to finally and seriously negotiate a peaceful political transition in Geneva," Steinmeier said in a statement quoted by Reuters.

Russian President Vladimir Putin ordered the withdrawal to start on Monday, stating that the air intervention had largely achieved its objectives.

Russia will keep its flight control center in Syria to monitor the implementation of the ceasefire, announced the Kremlin. Russian soldiers who remain in Syria will be engaged in monitoring the ceasefire, while Russian bases in Tartus and Khmeimim will continue to work routinely, said Putin.

Soon afterward, Syrian President Bashar el-Assad said that Russia would reduce its air force contingent, but that its troops would not completely leave Syria.

Assad said that "Russia plans to reduce its presence in accordance with the situation on the ground and the continued end of hostilities," reported Syrian state television.

Meanwhile, the U.S. administration said it did not wish to predict what importance the move may have for resolving the conflict in Syria.
