The 27-member EU failed to agree on a united position on the Palestinian bid to upgrade its rank from a UN General Assembly observer entity to that of a non-member observer state, AFP has reported. EU to urge restraint after Palestinian UN vote But Spain, which backs the Palestinian bid, said it was working with other European Union states on a joint declaration to be issued after the UN General Assembly vote Thursday. “In the statement, the European Union as a whole would reaffirm its support for a solution to the Middle East conflict that results in separate Israeli and Palestinian states through negotiation,” Spanish Foreign Minister Jose Manuel Garcia-Margallo told parliament in Madrid. “The EU statement would urge the Palestinian authority to show restraint and avoid turning to legal recourse over the conflict because that would close the doors to negotiation,” he said. The new status could allow Palestinian President Mahmoud Abbas recourse to the International Criminal Court in The Hague, AFP says. The prospect of an ICC prosecutor looking into Israeli actions in Gaza and the occupied West Bank is one of the Israeli government's major worries from Thursday's vote, according to diplomats. Palestinians are expected to win the vote easily. Spain, Denmark, France, Austria, Norway and Switzerland have announced that they will vote in favor of the Palestinian’s request.
