Hungary will either protect its "green border" with fences - or, "if this option is not so popular," it could let migrants travel to Austria and Germany.

Orban: If fence is unpopular, we'll let migrants pass

"The Austrian chancellor stated unequivocally that if we are only able to stop migrants with a fence, we should rather let them pass," Orban told Hungarian journalists after the end of an emergency EU summit on migrants.

"It's something we'll have to consider," he added, according to the Hungarian MTI news agency.

According to Orban, the summit accepted five out of Hungary's six proposals.

The sixth and most important - that Greece must protect its borders in cooperation with the EU if it is unable to do it by itself - has not accepted, the prime minister revealed, adding this outcome was "a pity."

"In this sense, EU's external border is not yet protected and migrants, in violation of international agreements, continue to come through Greece," said Orban.

The participants in the summit, he added, lacked the determination and courage to make that move.

"I think they did not realize the importance of this issue as we have," said Orban.

The Hungarian prime minister spoke about the six proposals on Wednesday in Bavaria, Germany, and beside controlling the Greek border, they include distinguishing refugees from economic migrants before they enter the Schengen zone and drawing up a list of countries considered safe for life.

Orban also proposed that each member state should increase contributions to the EU by one percent and reduce expenditure by one percent, which would provide 3 billion euros for refugees.

He suggested developing partnerships with the countries whose participation in solving the migrant crisis is inevitable - Turkey and Russia, according to MTI.

Orban also said there should be "global quotas" and that all countries worldwide should be involved in solving the migrant crisis.
