Report: Dialogue to continue in early February

Belgrade-based daily Danas writes that it learned that the EU-sponsored Belgrade-Pristina dialogue will continue in the first week of February. Agreements on Kosovo’s regional representation and on the beginning of the implementation of the integrated border management should be released then. Report: Dialogue to continue in early February According to well-informed diplomatic sources, a solution that could represent a compromise of the two sides is to write “in accordance with all relevant international resolutions” under Kosovo on name plates at regional meetings. Belgrade and Pristina negotiators Borislav Stefanovic and Edita Tahiri have their reservations about the proposal which is advocated by EU facilitator in the talks Robert Cooper. While Stefanovic is bothered by the fact that UN Security Council Resolution 1244 is not explicitly mentioned, Tahiri believes that such formulation points precisely to the UN Security Council document and advocates “without prejudicing the status” formulation instead. However, Brussels believes that it is possible to bring Belgrade and Pristina’s positions closer and that it is realistic to expect the continuation of the talks in about a week, the daily’s sources claim. They noted that concrete progress was made during Cooper’s recent “shuttle diplomacy” regarding control of the crossings between central Serbia and Kosovo. Both sides agree with the integrate border management model and Brussels and Belgrade believe that representatives of the Pristina institutions at the crossings should be referred to as “witnesses”, since they do not have an active role. Pristina, however, is still reserved about the idea. According to Kosovo media, Cooper conferred with Tahiri via video-link on Thursday since he was unable to visit Pristina due to snow and fog. He visited Belgrade on Wednesday and spoke to the Belgrade team chief.
