President Boris Tadic says "personnel changes" are possible in the Serbian government led by Prime Minister Mirko Cvetkovic. In an interview for the Belgrade-based daily Blic he said it was "most important to achieve the dynamic of all work started", and that there were "more important issues" than changes in the current cabinet. He also commended Cvetkovic, referring to him as a non-partisan figure "whose solutions have been very important, contributing to the stability in a time of crisis". "I believe many changes in Serbia's political system are needed, including constitutional changes, changes to the election system, that would enable the citizens to directly elect their representatives other than the president," said Tadic, and added, "and, let's say, changes to the law on the financing of parties". All these are more important than a government reshuffle, while a reshuffle would also be important, explained Tadic, whose Democrats (DS) dominate the current cabinet. He also spoke about the Kosovo situation to say that "Serbia has been ready for weeks to start negotiations about Kosovo", that Belgrade has "a negotiating team and a platform, while as far as Albanians from Kosovo and Metohija are concerned, it's obvious they are waiting to form their institutions after elections". He noted that the future talks would take place at the level of experts, and that there were "no plans to meet with (Hashim) Thaci". The Kosovo Albanian prime minister and former leader of the KLA was named in the Marty report as one of those responsible for kidnapping Serbs and selling their organs in the black market.
