U.S. Deputy Assistant Secretary of State Rosemary DiCarlo says Kosovo's independence was "an inevitable solution." Speaking for a Voice of America Albanian language broadcast, she said that unless ongoing status talks come up with a compromise by December 10, the Ahtisaari plan remained the best solution. We hope the talks will yield resuilts, but we are determined that the status que cannot continue and that the process must be finalized," DiCarlo said. She added that the Kosovo status solution must be "acceptable to the people of Kosovo as well as bring stability to the region." "After the UN secretary-general receives the Troika report, a period of discussions over what the next steps will be will follow," the U.S. official explained. DiCarlo would not speculate on what the Kosovo Albanians or Washington might do after December 10, but said that her country has a good cooperating with both Belgrade and Pristina in the ongoing talks. "We are clear on the Kosovo Albanian position. State Secretary Condoleezza Rice said it clearly that Kosovo's independence is considered inevitable." "We will continue cooperation with all sides in order to arrive at a solution that will best serve regional stability," DiCarlo said. Asked how "optimistic" she was the EU might come up with a unified Kosovo policy, she said she was "always an optimist." "I think the European Union in engaged in this process seriously. The issue of Kosovo is very important for Europe and is one of EU's priorities," DiCarlo concluded.
