The Hague Tribunal is extremely concerned over announcements that Ramush Haradinaj will top an electoral list. The prosecution thinks that Haradinaj’s activities will further frighten witnesses who are to appear before the tribunal in the case against him. Hague concern over Haradinaj election appearance "The court has established that an atmosphere exists where witnesses in that case are afraid to come and testify before the tribunal , and that’s why we believe that his appearance in the elections at the top of a list would have an entirely negative effect on witnesses," says Olga Kavran, Hague Tribunal spokeswoman. "I would remind you that there are currently fourteen subpoenas for witnesses to appear before the court, and at least ten of those people have said that they have received threats, both they and their families, linked to their testimonies before the tribunal," Kavran adds. Hague Tribunal Representative in Belgrade Aleksandra Milenov said that the court had still not received the prosecution’s request calling for a ban on Haradinaj's pre-election activities. She stresses that the court is currently unable to support any prosecution initiatives relating to Haradinaj as no official request has yet been submitted. "The tribunal has not as yet made any remarks concerning the participation of defendants in elections," she says. "It’s not the first time this has happened, there have been others, such as Mr. Vojislav Seselj recently. This is certainly a societal question - in this case in Kosovo - of whether if it is really just that a person accused of very serious crimes should be an election candidate," said Milenov. UNMIK has allowed Hague accused Ramush Haradinaj to be top of the Alliance Party for the Future of Kosovo electoral list at the upcoming elections. UNMIK spokesman Aleksandr Ivanko evoked the Kosovo's constitutional framework, stating that Haradinaj had a right to participate in elections. Haradinaj is in custody at Scheveningen, as his trial continues at the tribunal for crimes committed against Serbs and Albanians in 1998. Last year, the court passed a ruling allowing him to take part in political activities, and with UNMIK’s permission, to make limited appearances in public.
