The referendum took place after the expiration of three-year period, during which Serbia and Montenegro functioned in a state union established after the Belgrade Treaty that redefined the then Federal Republic of Yugoslavia.

According to data of Montenegro's Republican Commission, 55.5 percent of voters had voted to secede from Serbia.
