Major twist; The plan is ready: A knife is being plunged into Putin's back
The package of documents being negotiated by Ukraine and the U.S. includes three agreements: a peace plan, security guarantees, and an economic recovery plan, reports The Washington Post. It also mentions when Ukraine could potentially become an EU member.
According to a column by David Ignatius, citing a Ukrainian official, negotiations between Ukraine and the United States are still ongoing.
Kyiv and its European allies plan to release a joint package of amendments today, including a proposal for Ukraine to join the European Union in 2027.
The Washington Post reports that Hungary is unhappy with Ukraine’s rapid EU accession, but the Trump administration believes it will be able to overcome Budapest’s resistance.
“Essentially, this war is being fought over whether Ukraine can become a European country. Vladimir Putin, with his mystical belief in the unity of Russia and Ukraine, hates that idea. Kyiv’s rapid EU membership looks to me like a victory,” the author writes.
The second proposal from European partners is to provide Ukraine with U.S. security guarantees, similar to NATO’s Article 5.
Ukraine wants the United States to sign such an agreement and have it ratified by Congress, while European countries would sign their own guarantees.
A working group between Ukraine and the United States is currently studying how exactly this agreement would function and how quickly Ukraine and its allies could respond if Russia violates it.
In addition, European leaders propose creating a demilitarized zone along the entire front line, from Donetsk to Zaporizhzhia and Kherson in the south.
Behind this demilitarized zone would be a deeper zone where heavy weaponry would be prohibited. This line would be carefully monitored, similar to the demilitarized zone separating North and South Korea, reports The Washington Post.
Furthermore, “territory swaps are an integral part of the agreement,” the article states, though Ukraine and the United States are still discussing how exactly the borders would be defined.
Russia is demanding that Ukraine give up about 25% of the Donetsk region it currently controls.
Trump’s team claims that Ukraine could still lose a significant portion of this territory in the fighting over the next six months, and therefore advises agreeing to concessions now to “avoid further losses.”
According to the proposals from Ukraine and its allies, the Zaporizhzhia nuclear power plant would come under Kyiv’s control.
At the same time, negotiators are considering the possibility of the United States taking over management of the facility, the newspaper adds.
“Strangely, some Ukrainian officials like this, as it would provide a basis for the Americans to fight against Russian aggression,” writes Ignatius.
He also notes that the Trump administration plans to support investments and economic development in Ukraine.
One potential source of funding could be more than $200 billion of Russian assets frozen in Europe.
Trump’s negotiators have already proposed allocating $100 billion of these funds to Ukraine as reparations, and this amount could be increased if necessary, the Washington Post reports.
Ukrainian President Volodymyr Zelensky announced on December 9 that Ukraine, together with American and European partners, is working on three separate documents concerning the country’s security and postwar development.
According to Zelensky, the first document is a framework agreement containing 20 points. The second document concerns security guarantees, and the third addresses Ukraine’s reconstruction.
