Zelensky confirms: Ukraine is negotiating three key documents
Ukrainian President Volodymyr Zelensky has confirmed that the country is currently negotiating three documents with its international partners: a 20-point framework document, a security guarantees agreement, and a recovery plan.
“There are three documents – that’s correct. We are discussing them with the Americans and Europeans. There is a 20-point framework document. It is constantly evolving, and that is normal. It is a living structure that must reflect the interests of Ukraine, Europe, and the world,” Zelensky said in response to journalists’ questions.
The second document, he noted, concerns security guarantees.
“I am awaiting relevant proposals from our military and their dialogue with the Americans. All of this must be aligned with the principles of the Coalition of the Willing. It is difficult to go into details, but you will see it in due course. Security guarantees are an important document between us and the United States, and between us and the Europeans,” the Ukrainian president said.
The third document, Zelensky said, relates to reconstruction.
“This is a project that must function after the war ends or in the event of a ceasefire. We are working on this document as well,” he emphasized.
Speaking about the third document, concerning guarantees for Ukraine’s reconstruction, he said it is meant to take effect after the war ends and a ceasefire is established.
Responding to a journalist’s question about whether the peace plan developed by security advisers in London has been successfully delivered today, Zelensky replied that work is still ongoing and that it will be submitted tomorrow, Ukrinform reports.
Recall that, according to Ukrainska Pravda, the administration of U.S. President Donald Trump is pressuring Kyiv to accept the proposed peace plan, hoping an agreement will be reached “by Christmas.”
As the Financial Times notes, the Ukrainian side is “stuck between territorial demands it cannot accept and the American side, which it cannot push back.”
