Serbian police arrest three persons for corruption

BELGRADE Vojvodinaput road construction and maintenance company owner Dusan Borovica and another three persons were arrested on suspicion of corruption, B92 has learnt. Aside from Borovica, Vojvodinaput Director Zdravko Ilic and Nova Crnja-based 8. avgust public communal company Director Dragan Aleksic were also arrested. Serbian police arrest three persons for corruption B92 has learnt that all three men are suspected of giving and accepting bribes. Borovica was arrested in the town of Ruma, lic in Novi Sad and Aleksic in the town of Nova Crnja on Thursday morning. The operation is a part of a combat against systemic corruption. It is believed that Borovica had ties with Nova Crnja Mayor Pera Milankov who was arrested on suspicion that he accepted bribes from owners of four companies. Borovica is suspected of giving bribes in order to get the most lucrative businesses in Vojvodina. The suspects have been remanded in custody for 48 hours. Milankov ordered Aleksic to issue fake invoices to the municipality without carrying out a public procurement procedure for the placing of new asphalt at a swimming pool parking lot in Nova Crnja, the police have stated. Vojvodinaput therefore used fuel and construction supplies worth RSD 3.1mn which the municipality of Nova Crnja paid. The public procurement procedure was conducted after the work had been done. A contract for the work was signed by Ilic and Milankov. RSD 3.9mn was transferred from the municipality’s account to the account of Borovica’s company Borovica Transport. RSD 2.5mn was then taken from the account and Borovica gave RSD 1.4mn to Milankov. The suspects therefore incurred damages worth RSD 3.1mn to the Nova Crnja municipality. B92’s investigative program Insider revealed on May 30, 2011 that Borovica had become an owner of Zrenjanin-based Vojvodinaput and Sremska Mitrovica-based Putevi company in just three years. This allowed him to be in charge of maintenance of almost 700 kilometers of roads in northeastern Vojvodina. Borovica also owns Borovica Transport company which was one of the famous privately-owned transportation companies in Serbia in the 90s. Witnesses testified in the Hague Tribunal that Borovica was involved in transportation of oil in the 90s and that he supplied the army and the Serbian Autonomous Area of Krajina in Croatia at the time.
