Croatia has begun preparing a dual citizenship agreement with Montenegro, but not Serbia or Macedonia. The Croatian Interior Ministry’s media service told the Beta news agency that the Croatian Interior Ministry had sent a proposal to start negotiations on solving the problem of dual citizenship to the Montenegrin government, which, according to Deputy Montenegrin Interior Minister Svetozar Djurovic, had accepted the proposal. The agreement confirmed the right to have both Croatian and Bosnian citizenship at the same time, and regulated the rights and obligations of citizens with dual citizenship vis-à-vis their place of work and residence, responsibilities towards the law, national service etc. Since the Bosnia-Herzegovina parliament has yet to ratify the agreement owing to internal disputes and issues regarding the lack of equality between those who have dual citizenship and those who do not, the agreement has yet to come into force.
