The Pristina government in cooperation with diplomatic missions there is preparing a new plan for the Serb part of of Kosovo, says an Albanian language daily. The plan envisages "the termination of funding of parallel structures by Serbia, and implementation of strategies and initiatives so as to institutionalize this part of Kosovo." K. Now the newspaper quotes the Pristina government's document as saying that "it is very important that the Kosovo government, in cooperation with specialized international agencies, begins promoting the Ahtisaari logic". The European Commission (EC) has indirectly recognized the right of Kosovo to administrate northern Kosovo as its own territory, it is stated in the document. The agenda for the north explains in detail the necessity for the Kosovo government to establish contact with local Serbs, and start broadcasting a Serbian-language-only television program via the Radio Television of Kosovo, adds the article- The plan is to open a regional police station in the north, and to make the court functional. The Kosovo government should promote international institutions in the north and support the ideas on small businesses. "Based on the agenda, the Kosovo government should create an atmosphere for the holding of elections that will be supported by OSCE, after Serbia has stopped financing the parallel structures. The plan will be used as a response to the Progress Report, whereby the EC requested a new vision for the north," the daily reports, adding that the document is entitled "Overall Plan for North: New European Approach".
