Head of the European External Action Service for Russia, Eastern Neighborhood and W. Balkans Miroslav Lajcak will act as EU special representative in Kosovo. Lajcak will temporarily take over the duties after EU Special Representative Pieter Feith's term expires later this month, Pristina-based Albanian language daily Koha Ditore reported Saturday. Lajcak to replace Feith as EU special representative? Until the EU member states fully agree on the two positions - the EU representative and head of the International Civilian Office (ICO) - and until the new special representative and new ICO head are appointed, Lajcak will play the role of the EU special representative in Kosovo, the daily reported, citing information from Brussels. The decision appointing the head of the European External Action Service (EEAS) for Russia, Eastern Neighborhood and the Western Balkans to this function is considered a victory of a few EU countries that oppose Kosovo's independence. Currently, Feith is both the International civilian representative (ICR) and the EU special representative in Kosovo.
