The election of Constitutional Court judges was not on the agenda of parliament's first fall session which began today. A whole year has now passed since the constitution was passed stipulating the creation of such a body. Still no progress on Constitutional Court By law, judges to that court should have been elected as soon as the Constitution had been passed, but thus far, only President Boris Tadic has sent a proposal with the names of ten candidates, of whom parliament will elect five. MPs will agree on which candidates to propose to the president, only after the government has brought the necessary draft legislation regarding the Court before parliament, said the head of the DS Parliamentary Group Nada Kolundzija on Monday. In the course of this week, the government is expected to finalize its proposals for the necessary laws regarding the work of the Constitutional Court, the procedure before that Court, and the legal effect of its rulings, before referring them to parliament for adoption. This session should coincide with the election of the judges. Party representatives have so far held two consultations on potential candidates for the posts, who are proposed by the parliament to the president, but no consensus has as yet been reached. The Constitutional Court has been blocked ever since its former president, Slobodan Vucetic, informed parliament on October 19 last year that he had met the conditions for retirement. Under Court rules, only its president can schedule sessions. Parliament’s fall sessions under way The first fall session of parliament is being held in Belgrade today. Speaker Oliver Dulic has proposed a discussion on the nomination of members and deputies to the Republic Electoral Commission. The parliament will also look at a proposal for amendments and supplements to the Government Law, the Law for Public Administration and the Law on State Holidays. Dulic has also put the Law on Civil Service Wages on the agenda, along with a list of conventions and agreements.
