Belgrade has on Thursday officially called on Serbs not to take part in the Kosovo assembly elections. The government issued a statement which said that the recommendation was made after consultations with President Boris Tadic. Gov't tells Serbs not to participate in Kosovo vote "The Serbian government and the president of the republic will continue consultations on the issue of the local elections called by the interim institutions in the province," the statement said. UNMIK has called both ballots for November 17. "Eight years after the UN mission was introduced in Kosovo and Metohija, elementary conditions for a safe and free existence of the Serbs and other non-Albanians in the province are still lacking," the government added. "The fact that two thirds of all Kosovo Serbs still live exiled, away from Kosovo, without any possibility of return, is particularly distressing," the statement concluded. It was reported earlier that Kosovo Serbs had submitted four lists for the elections: The Association of Independent Social-Democrats of Kosovo and three civil initiatives – the Multi-Ethnic Council of Plemetin, the Kosovo Movement and the Civil Initiative for Novo Brdo. In total, 29 parties and civil initiatives have announced participation in the Kosovo local and parliamentary elections, said Chief of the Secretariat for the Kosovo Central Election Commission, Mazlum Baraliu. Baraliu said that, by 5 p.m. yesterday, election lists had been received from all ethnic groups living in Kosovo.
