U.S., Polish presidents discuss missile defense

Russia has voiced outrage at plans for the system and warned it could spark a new arms race. Russian President Vladimir Putin appeared to make good on past threats to freeze his country's compliance with the Conventional Forces in Europe Treaty, suspending Russia's participation in it Saturday.

The Kremlin said the decision was due to "extraordinary circumstances... which affect the security of the Russian Federation and require immediate measures."

NATO expressed regret at Russia's decision, comments also echoed by Poland's Foreign Ministry, whose spokesman Robert Szaniawski said Warsaw was "not satisfied" by Moscow's move.

Szaniawski also argued that Russia's decision could not have been legitimately provoked by the U.S. missile defense plans. "The treaty has no connection to the shield project because [it] is not against any European country or the Russian federation," he said.

Bush and Kaczynski are also expected to discuss their countries' alliance in Afghanistan and Iraq, where Poland has 900 troops.

Warsaw is still deciding whether to bring its soldiers home from Iraq by year's end, as planned.

During his three-day U.S. visit, Kaczynski is also scheduled to honor the late President Ronald Reagan with one of Poland's highest distinctions, presenting his widow Nancy Reagan with the Order of the White Eagle in Los Angeles on Tuesday.
