Schwarz-Schilling to talk Srebrenica with Serbs

The International Court of Justice in February cleared Serbia of committing genocide, but ruled that it did not do enough to prevent it.

After the ruling, Muslim returnees have demanded that Srebrenica be allowed to secede from the Republic of Srpska and get a special status as the district of Brčko. 

Some 50 ethnic Muslims from Srebrenica have set up a tent camp in the Bosnian capital, Sarajevo.

In the meantime, Muslim refugees who have tried to return to Srebrenica have faced unemployment and poverty, BURN reports.

Anger over the issue is one reason why International representatives in Bosnia are keen to initiate talks with the Bosnian Serb authorities.

Schwarz-Schilling, who will leave his post by June 1, is expected also to discuss stalled plans to reform the Bosnian police, a stumbling bloc for the continuation of Bosnia’s Stabilization and Association talks with the European Union.

Tanja Topić, from the Friedrich Ebert Foundation, told Balkan Insight that police reform, based on harmonizing the entity-based forces, remained high on the agenda.

“The international community has not given up on police reforms based on EU principles,” she said, “or on a joint state budget … and the creation of more fields of responsibility that stretch beyond the boundaries of the two entities.”

Political commentator Vlatko Vukotić, said he does not expect any “radical moves with the leadership of the RS” during the visit of the high representative.
