Witness: Glavaš knew about torture

Witness Ljepojko Rukelj says that Hague accused Branimir Glavas was present while civilians were being tortured. Rukelj, a former sniper in a military formation under the wing of the Osijek Secretariat for National Defense headed by Glavas, said that the defendant had known that civilians were being taken to the garage of the Secretariat. Witness: Glavas knew about torture He said that he did not know who had given the orders to round up civilians, but said that all those arrested ended up in the Drava river. Rukelj added that he had seen civilians in the Secretariat’s courtyard for the first time as he was going to lunch with a few colleagues in the summer of 1991. The witness said that he had seen two badly beaten civilians lying on the ground, and that a commander had told them to move away when they had tried to approach them. Next to the civilians, together with a group of soldiers, were Glavas, fellow witness Krunoslav Fehir, and Fehir’s father, who, like Glavas, was one of the commanders. Rukelj said that the soldiers had known what was going on, but had not dared come any closer. Some time later, they heard that one Serb had been killed, though they were told that a terrorist had jumped over the fence in an attempt to murder Glavas. The witness said that the dead man, Cedomir Vuckovic, had been one of the tortured civilians. Rukelj said that there had been rumors that Vuckovic had been killed by Fehir, who had been a member of that unit, had been wearing a uniform, and had been armed to the teeth. Fehir told investigators that he had shot Vuckovic on Glavas’ orders after the Serb had been tortured, though an autopsy revealed that Vuckovic had not died of a bullet wound, but from ingesting generator fuel. Glavas is accused of command responsibility for the torture of five and murder of two Serb civilians on the premises of the Secretariat, as well as the murder of 10 Serb civilians on the banks of the Drava River in 1991, along with five other members of the unit under his command. One other member of that unit is being tried separately because of ill health.
