Deputy Prime Minister Bozidar Djelic and Anti-Corruption Council President Verica Barac met in Belgrade on Monday. There meeting was dedicated to discussing the pressure the council was facing in its activities. Deputy PM, anti-corruption head meet The Council wants the government to make its feelings clear on the authenticity of a Memorandum of Understanding two years ago whereby, according to the Council, at the proposal of Prime Minister Vojislav Kostunica, Miroslav Miskovic, Milan Beko and Slobodan Radulovic came to an illegal agreement over the sale of C Market. That is one of the demands submitted to the government at today’s meeting with Deputy Prime Minister Bozidar Djelic. In a statement that arrived from Djelic’s cabinet after the meeting, it says that the deputy prime minister gave independent institutions his full support and condemned the pressure and threats they had been receiving. Barac and Djelic spoke for an hour about the work of independent institutions and the alleged threats in the deputy prime minister’s office. The Council president asked the government to investigate the authenticity of the infamous memorandum on the sale of C Market. If it did prove authentic, she said, then it was the public’s right to know that dangerous and illegal agreements on the sale of private property were being concluded with the state’s full support. “The state, by supporting tycoons, is creating complete insecurity, so that those who are powerful are above the law, while ordinary citizens are unable to protect their ownership rights,” she said. In response, Djelic announced changes to anti-corruption laws and promised to personally attend the Council’s next session. Nonetheless, it is still unclear whether the government will analyze the C Market report. Trade Minister Predrag Bubalo admits that he has still not read it, although he says he will as soon as he receives it. When informed by journalists that the report had already been posted on the Council’s website, Bubalo replied that he was very interested in the matter, but that he had been very busy recently. The Memorandum of Understanding was allegedly signed in August 2005 by former C Market Director Slobodan Radulovic, businessman Milan Beko, and Delta owner Miroslav Miskovic. According to the document, the meeting was organized at Kostunica’s behest, and at the invitation of Eki Investment’s Danko Djunic. The Council’s second request to the government was to determine who was responsible for Miskovic illegally, as they claim, becoming C Market owner, without receiving prior approval from the Competition Commission.
