Serbian Post: Over 19,000 applications for legalization on the first day
CEO of Public Enterprise “Serbian Post,” Zoran Andjelković, stated that on the first day of the implementation of the Law on Special Conditions for Recording and Registration of Property Rights, more than 19,000 applications for legalization were submitted.
Andjelković said that about 40 percent of the applications were submitted through the online platform, while the rest were submitted at municipal offices and post office counters.
“By 5 p.m., there were 14,700 applications, of which 1,250 were at municipal offices and 3,400 at post office counters. By 7 p.m., there were more than 19,000 applications,” Andjelković told Pink.
He emphasized that citizens are extremely pleased with the opportunity to finally resolve issues regarding their property.
“There are different cases. About 500,000 people were expelled from Croatia; they managed in various ways, bought some land, but it was not formally resolved, so now there is an opportunity to settle their property and become owners of houses and buildings. There are also those who received an apartment from a social enterprise and bought it, although the building was never legalized, and now there is a chance to resolve that,” Andjelković stated.
He added that citizens need an ID card and proof of ownership of the property, such as a purchase, gift, or inheritance contract, to submit an application. Andjelković said that citizens can apply at 586 post office counters, and that 2,503 postal workers have received a license from the Spatial Planning Agency to carry out this work.
“These are post offices with good internet connections and technical conditions, which was important, and if needed, we can equip around 150 more post offices for this work,” Andjelković said.
He noted that the documentation is sent to the Spatial Planning Agency, which forwards it to the Republic Geodetic Authority, and that citizens receive SMS notifications about it. “At the RGZ, the data will be compared and verified, and if additional documentation is required, citizens will also receive an SMS notification,” Andjelković added.

Prijava nelegalnih objekata na osnovu Zakona o posebnim uslovima za evidentiranje i upis prava na nepokretnostima (Svoj na svome) traje do 5. februara.
Prijave se mogu podneti onlajn putem, preko digitalne platforme i to svojim JMBG-om i ličnom kartom, nalogom na portalu eUprava ili preko uslužnog centra lokalne samouprave.
Kako do upisa
Građani će moći da podnesu prijavu u 547 pošta širom Srbije, kao i na još 150 lokacija koje će biti dostupne do kraja godine, a uz pomoć ovlašćenih službenika pošte koji će za njih popuniti i podneti elektronsku prijavu.
Koliko košta upis
Troškovi upisa kreću se u rasponu od 100 do 1.000 evra i zavise od površine objekta i mesta gde se nepokretnost nalazi. Od plaćanja naknade oslobođeni su: primaoci socijalne pomoći, osobe sa invaliditetom, borci, samohrani roditelji i porodice sa troje i više dece.
Najčešća pitanja
Zakon predviđa da objekti budu evidentirani, a potom i upisani u katastar nepokretnosti čime će građani moći slobodno da raspolažu svojom imovinom - kroz kupoprodaju, nasleđivanje, hipoteku, legalno priključenje na komunalnu i drugu infrastrukturu.
Ukoliko je ishod provere negativan, agencija bez odlaganja, elektronskim putem, obaveštava podnosioca prijave i nadležnog građevinskog inspektora. Objekti izgrađeni na površinama koje su planirane i privedene javnoj nameni, kao i u zaštićenim područjima, biće uklonjeni ili će postati vlasništvo države.
