Authorities failed to adequately warn the public about the flooding which killed at least 171 people, says the Russian Emergency Situations minister. Vladimir Puhkov also stated on Monday that the ministry issued a flood warning, but that it was "not sufficient to reach of all inhabitants of the Black Sea region in a timely manner". Authorities blamed in wake of deadly Russia flooding The catastrophic floods caused by heavy rains in the province of Krasnodar in southern Russia left more than 640 homes submerged under water, said the press service of the regional department for emergency situations, quoted by Itar-Tass. There are more than 250 groups assessing the damage done to areas affected by floods. According to preliminary estimates, 643 houses were destroyed - 547 partially and 96 completely. Estimates of news agencies on how many people partially or completely lost their own property range from 18,500 to 25,000. In the Kuban area close to 3,000 people were evacuated to 18 locations set up for their temporary accommodation, while some evacuees are staying with their relatives, according to the Ministry for Emergency Situations. More than 26,000 people live in the affected area. Russian PM Dmitry Medvedev today canceled his planned visit to the Russian Olympic team in order to meet with local authorities and the Krasnodar region ministers, in order to discuss ways to deal with the consequences of the catastrophic floods and assistant the victims, said his spokeswoman. While local authorities are saying that the floods were a "big surprise", both pro-government and opposition media are reporting that government failed to to warn the local population in time, French news agency AFP has said. The catastrophic floods caused by heavy rains in the province of Krasnodar in southern Russia left more than 640 homes submerged under water, said the press service of the regional department for emergency situations, quoted by Itar-Tass.

There are more than 250 groups assessing the damage done to areas affected by floods. According to preliminary estimates, 643 houses were destroyed - 547 partially and 96 completely.

Estimates of news agencies on how many people partially or completely lost their own property range from 18,500 to 25,000.

In the Kuban area close to 3,000 people were evacuated to 18 locations set up for their temporary accommodation, while some evacuees are staying with their relatives, according to the Ministry for Emergency Situations.

More than 26,000 people live in the affected area.
