The EU and Russia are looking for a way out of the Kosovo crisis, an analyst says. It is thought independence would set a dangerous precedent. "EU, Russia seek Kosovo solution" This is the assessment of the editor-in-chief of Washington bi-monthly The National Interest, Nikolas Gvosdev, who told Voice of America that one option was for Europe to recognize an independent Kosovo, but not necessarily within the existing borders, entailing a partition of the province along ethnic lines, where the Serb part would remain attached to Serbia proper. "What we’re talking about is getting away from extreme positions such as, let’s say, exclusive independence, and this has already been hinted at by the EU representative to the Contact Group’s mediating Troika, Wolfgang Ischinger," adds Gvosdev. He says that the issue of jurisdiction would also be divided, because in certain regions Kosovo could function as an independent country, and in others, with a majority Serb population, there would be ties with Serbia, whereby the issue of violation of Serbian territorial integrity would, to a certain degree, be avoided. "But, the question now is whether the U.S., having taken a very clear stand on the matter, would be prepared to change her position in order to reach a compromise," adds Gvosdev. As far as Russia’s position is concerned, he feels that Moscow "really doesn’t consider it necessary to support Belgrade’s extreme demands," although it does want an acceptable and effective solution to be reached in order to avoid a precedent being set for other frozen conflicts
