Even with changes to Belgrade’s urban plan, the Belgrade Port can't obtain planning permission without changes to the national plan, says Minister Oliver Dulic. According to decisions on the Belgrade Port by republic and city institutions, the city budget has potentially incurred losses to the tune of over EUR 2bn, B92 understands. Dulic steps into Port controversy The 200ha section of land at the Port came into dispute in 2005, when the company bought it by buying out shares owned by company employees, but also the state and Luxembourg offshore company Worldfin, which tycoons Milan Beko and Miroslav Miskovic stood behind at the time. Since 2005, the municipal courts have recorded the purchase in the city cadastre on three occasions, which the district courts have overruled twice on appeals by the Port. Despite warnings from the Anti-Corruption Council, the government decided that same year to alter the general urban plan, changing the land’s designation from industrial to city construction. Under that decision, the owner would effectively receive an exclusive location without any tender or land purchase. However, Dulic told B92 that even if the city assembly adopted changes to the general plan, the owners could not receive planning permission. “Under existing law and the City’s planning documentation, and we’re talking about a planning document of the highest order—the Republic of Serbia Spatial Plan—the port is located in that place,” said the minister. “If someone brings along a planning document of a lower order and says that there’s no port there, but something else, then an urban inspector and the Environment and Spatial Planning Ministry will ask for the law to be upheld before the Constitutional Court. That’s the procedure that exists,” he said. “According to the existing Republic Spatial Plan, the port is in that place, and it can’t be anything else.
