Hungary lifts veto; Details of the agreement revealed – this was the main sticking point

Ukraine has committed to making a series of amendments to its secondary education laws and to significantly expanding the socio-political rights of national minorities as a result of an agreement with the Hungarian side.

According to the document, students in classes conducted in minority languages will be allowed to use those languages during other forms of interaction with each other and with teachers. Institutions with such classes or groups will be granted the status of “minority schools.” They will be able to duplicate signage and other information in the minority language, and school management will be required to speak the relevant language.

Also, at the request of parents, official education documents may be issued in duplicate in the minority language. For graduates of such schools, external independent assessment tasks may be translated into the relevant language, except for Ukrainian language and history tests.

Radio Free Europe notes that the education block was a key point of dispute between Kyiv and Budapest. The sides have now agreed on basic approaches within 11 points.

The next block focuses on the social, political, and cultural rights of national minorities. The agreed details include:

  • Minority languages may be used in communication with local authorities in territories where national minorities make up a significant share of the population;
  • Consultations with national minorities on draft laws concerning their legal status become mandatory;
  • In addition to oral and written use of their language, representatives of national minorities are also granted the right to use it in electronic form;
  • Sports events and voter meetings organized for national minorities may be held in their language;
  • Signs on local government buildings will be displayed in minority languages, and street names, squares, public parks, and other toponyms will also be duplicated in those languages;
  • During election preparations, campaigns, and explanations of voting procedures will also be provided in minority languages;
  • Symbols of national minorities may be used at official state events, but must not visually dominate Ukrainian symbols.

 

Hungarian Prime Minister Péter Magyar stated on June 2 that Ukraine and Hungary could conclude negotiations on minority rights this week. If an agreement is reached, he is ready to meet Ukrainian President Volodymyr Zelensky early next week.

It was previously reported that Hungary lifted its 17-month veto and agreed to start EU accession talks for Ukraine and Moldova, which could begin on June 15. Magyar said Budapest is ready to support Ukraine’s European integration path in exchange for a comprehensive agreement expanding the linguistic, educational, cultural, and political rights of the Hungarian minority in Ukraine.

These developments followed several weeks of bilateral technical consultations between Ukraine and Hungary.
