First session of Serbia's National Assembly autumn sitting: MPs' questions underway PHOTO/VIDEO
Members of the Serbian National Assembly began the first session of the regular autumn sitting, with a proposed agenda of 47 items. The first item scheduled for discussion is Draft Law on Special Conditions for Registration and Recording of Property Rights.

Parliament Speaker Ana Brnabić noted the attendance, stating:
"There are conditions for the session to proceed," Brnabić said.
Agenda
The first item on the agenda is the consideration of the Draft Law on Special Conditions for Recording and Registering Property Rights on Real Estate.
The agenda also includes amendments to the Law on Enforcement and Security, as well as amendments to the Law on Planning and Construction and the Law on State Survey and Cadastre.
Among other things, MPs will also discuss amendments to the Law on Special Procedures for the Implementation of the International Specialized Exhibition EXPO BELGRADE 2027.
In addition, the agenda features the Draft Law on Information Security, amendments to the Law on Court Fees, and the Draft Law on Seeds and Planting Material of Agricultural and Ornamental Plants.
Announcing the start of the regular autumn session of the Parliament, Speaker Ana Brnabić said that the proposed laws are crucial for the citizens and Serbia’s economy, expressing hope for broad parliamentary support — particularly for the laws on legalization and on enforcement officers.
Brnabić emphasized that the proposed Law on Legalization, i.e. the registration of property rights, is the most important item under discussion, pointing out that it addresses a decades-old issue that no one has yet resolved.
“I believe we’ve now found a good solution, and that we should all work together on this. It won’t be easy — it’s a complex and demanding task — but we know how to do it,” Brnabić said in an interview for RTS.
She added that the amendments to the Law on Enforcement, proposed at the initiative of President Aleksandar Vučić, stipulate that the only real estate owned by a debtor cannot be subject to enforcement if it is up to 60 square meters in size.
Brnabić called on all MPs to take part in the debate, stressing that Parliament is the place for dialogue.
The session’s agenda also includes consideration of several international treaties and agreements, including the Draft Law on Ratification of the Loan Agreement (Air Quality Improvement Project in Serbia) between the Republic of Serbia and the European Bank for Reconstruction and Development.

The Financial Agreement on the Niš–Dimitrovgrad Railway Project with the European Investment Bank,

The Loan Agreement between Serbia and KfW Bank (Frankfurt am Main) for the “Energy and Environmental Sector Reform Program II”,

The Green Growth Development Policy Financing Agreement with the French Development Agency,
-
The Guarantee Agreement between Serbia and the French Development Agency,
-
The Agreement with the International Bureau of Exhibitions on privileges and immunities for the EXPO 2027 Belgrade exhibition.
MPs will also discuss several other bilateral and multilateral agreements, including those with China, Hungary, Turkey, Bosnia and Herzegovina, the Central African Republic, Burundi, the Maldives, Equatorial Guinea, and others — covering areas such as economic cooperation, defense, education, and legal assistance.
Additionally, the agenda includes the amendment to the Law on Ratification of the European Charter of Local Self-Government and the Proposal for the Election of Members of the Council of the Energy Agency of the Republic of Serbia.
The regular autumn session began on the first working day of October and may last no longer than 90 days.
