Tensions boil over: U.S. gives Europe 48 hours

Warsaw and Washington are entering a crucial phase of negotiations on establishing permanent U.S. military bases on Polish soil. An American team is already in Poland assessing potential locations, and the coming hours will, according to Polish officials, be decisive for relations between the two countries.

Deputy Defense Minister Magdalena Sobkowiak-Czarnecka said on Wednesday that the head of the team representing U.S. Defense Secretary Pete Hegseth is already in the country and is discussing potential locations.

A second delegation from Washington is expected to arrive on Thursday or Friday. On the same day, Thomas Dinanno, a senior State Department official, is also due to arrive in Poland and visit several locations. Dinanno had already attended a ceremony on Wednesday at which Poland signed an agreement providing a U.S. guarantee for a $4 billion loan intended to finance the purchase of American military equipment.

Sobkowiak-Czarnecka said locations in western Poland are being considered. “The next 48 hours are crucial for Polish-American relations,” she said. Deputy Defense Minister Cezary Tomczyk added that Lower Silesia and Greater Poland are “likely locations where such a base could be established.”

Poland has been seeking for months to secure a permanent U.S. military presence on NATO’s eastern flank amid uncertainty over Washington’s long-term commitment to Europe’s defense. Around 10,000 U.S. troops are currently stationed in the country, mostly on a rotational basis. This is the second-largest U.S. military presence in Europe, after Germany, according to TVP World.

The negotiations entered the “next phase” in June, following a positive response from the Pentagon to Poland’s proposal. Defense Minister Władysław Kosiniak-Kamysz said at the time that the Pentagon was conducting a force posture review that would serve as the basis for further decisions. On May 29, Poland sent a letter to Washington expressing its readiness to permanently station U.S. forces on its territory. Hegseth responded that the U.S. was open to the proposal, although the final decision would depend on the details of the agreement.

Potential locations previously mentioned include Poznań, which is already home to the forward headquarters of the U.S. Army’s V Corps, and Wrocław, where an airport is currently being renovated. Szczecin has also been mentioned because of its port and transportation infrastructure, as has the rail terminal for U.S. forces in Świętoszów. Polish officials have also discussed the possibility of establishing multiple bases rather than just one.

Poland is prepared to cover a significant share of the costs. The project, worth several billion dollars and expected to span several years, would involve not only military facilities but also infrastructure for service members’ families, schools, healthcare and other amenities typically found at permanent U.S. military installations in Germany.

Warsaw sees the project as a way to strengthen deterrence against Russia and reinforce the U.S. military presence on NATO’s eastern flank. Washington, meanwhile, is conducting a broader review of its military presence in Europe and expects European allies to take on greater responsibility for conventional defense.

Poland, which spends around five percent of its GDP on defense, is seeking to position itself as a reliable ally to which the United States can permanently entrust part of its forces. A final decision has yet to be made. This week’s tour of potential sites is expected to help determine whether Poland will get its first permanent U.S. military base on its territory.
