As of today, the regulation on special margins applies. The price reduction applies to as many as 23 groups of basic foodstuffs.

The mentioned reduction in prices comes as a result of the government's decree on limited trade margins of basic foodstuffs, which is one of the five comprehensive measures adopted by the state in order to improve the standard of living of citizens.

The price reduction applies to as many as 23 groups of basic foodstuffs.

Retail chains, depending on their size and range, have up to 20,000 products on sale.

Here is a detailed list of foods whose prices have been reduced:

Household chemistry: 

  • paste, shampoo, soap, detergents; 
  • paper accessories - towels, films, diapers for babies, adults.

Food:

  • legumes and pulses, rice as a separate group;
  • soft drinks, coffee and tea;
  • salty confectionery products;
  • vegetables and fruits;
  • frozen products;
  • vinegar as a separate category;
  • pasta;
  • frozen fish;
  • semolina;
  • flour of all kinds;
  • milk and sour milk products and eggs;
  • beans;
  • sweet confectionery;
  • all types of oils;
  • bread and pastries;
  • all types of meat and processed products;
  • processed fruits and vegetables (jams, marmalades...);
  • spice group;
  • sugar and honey;
  • food for babies and children;
  • a special group of handkerchiefs

The decree specifies that the supplier's invoice price cannot be higher than the invoice price that was valid on August 1, 2025, and that the margin rate of a maximum of 20 percent calculated on the sales price without value added tax must be applied by retailers who carry out non-specialized retail trade and who in 2024 achieved a total business income of more than 4.5 billion dinars, except for retailers in point-of-sale trade in portable sales facilities in accordance with the law governing trade.

If, until the date of entry into force of this regulation, the margin rate on certain products during the last calculation of regular prices was lower than 20 percent, that lower rate will be applied.

When it comes to wholesale trade, the highest rate of margin in wholesale trade, calculated on the sales price without value added tax that was valid on August 1 of this year, minus rebates and discounts, cannot be higher than 20 percent.

The highest margin rate for distributors, calculated on the sales price without value added tax that was valid on August 1, 2025 less rebates, fees and discounts, cannot exceed 20 percent. The prescribed margin rate must be applied by wholesalers who in 2024 achieved a total business income of more than 4.5 billion dinars.

If, until the date of entry into force of this regulation, the margin rate on certain products during the last calculation of regular prices was lower than 20 percent, that lower rate will be applied.

The total amount of all fees that a retailer can invoice to an individual supplier, which includes all agreed percentages and all fees in absolute amount, cannot exceed 10 percent of the total net amount on the invoices that that supplier invoiced to that retailer during the validity period of this regulation.

The amount of fees from this part does not apply to logistics rebate and fees for shortage of goods or write-off, the highest amounts of which cannot exceed 3.0 percent for logistics rebate and 1.0 percent for shortage of goods or write-off.

If these fees, logistics rebate and fees for shortage of goods or write-off were not agreed on August 1 of this year, they cannot be applied, i.e. if they were smaller, they cannot be increased, it is stated in the regulation and adds that the amount of fees from this part does not refer to the promotional rebate which is fully transferred to the selling price in the retail trade.

Retailers are obliged to ensure uninterrupted supply to consumers of all types of the listed goods. Retailers and wholesalers to whom the regulation applies are obliged to submit price lists for goods covered by the regulation to the Ministry of Trade.

Price lists valid on April 1, August 1, August 31 and September 1, 2025 must be submitted no later than September 2 at 10 a.m.

Both of these groups of traders are also obliged to submit valid price lists for goods from Article 2 of this regulation every Monday during the term of validity of the regulation.

As far as fines are concerned, it is prescribed that a fine of 300,000 dinars will be imposed on a legal entity if it acts contrary to the provisions of this regulation.

For a misdemeanor from paragraph 1 of this article, the responsible person in the legal entity will be fined 50,000 dinars, and a protective measure may be imposed prohibiting the responsible person from performing certain tasks for a period of six months to one year.

For a misdemeanor from paragraph 1 of this article, the entrepreneur will be fined 150,000 dinars, and a protective measure of banning the performance of certain activities for a period of six months to one year may be imposed.

Supervision of the implementation of this regulation is carried out by the Ministry of Internal and Foreign Trade (MUST), and as Tanjug was told, in this ministry, MUST employees and market inspectors will visit stores in the coming days to see on the spot whether the regulation is being implemented.

The market inspection will have the first days of understanding if the merchants fail to display all the new prices on the shelves, but it is understood that the new prices will be valid at the cash registers and that consumers will be charged according to them.
