UN Secretary-General Ban Ki-moon warns in his report that the "apparently peaceful" situation in Kosovo is only skin deep. He says that even though the security situation in Kosovo seems calm on the surface, there is potential for an escalation of violence, "mostly because Kosovo Albanians are dissatisfied that the status process has been stalled." However, there are covert tensions among the Kosovo people stemming from disappointment at the delays in the status settlement process,” Ban writes in his report that the Tanjug agency has had access to. “Even though the number and severity of multiethnic incidents have been minor, violent occurrences and vandalism directed at cultural monuments have continued, particularly in ethnically-mixed areas,” the report adds. The UN secretary-general is to disclose the report to the UN Security Council on October 9-10, when UNMIK Chief Joachim Ruecker is expected to elaborate on his evaluation of the situation in the Serbian province. Ban also warned of several assaults on Kosovo police officers from minority groups as indicators of tension in Kosovo. “Considerable caches of firearms, one of them allegedly linked to the Albanian National Army, have also been found,” the report notes. It also states that Kosovo Albanian political leaders are disappointed with the fact that the UN Security Council “spurned a chance to adopt a new resolution on Kosovo.” “The politicians have focused on the coming elections in the province scheduled for November 17, and the leading political parties remain committed to provisions stipulated in the Martti Ahtisaari plan.” The UN secretary-general drew attention to the minimal involvement of the Serbs in the province’s institutions, pointing out that the Serb National Council of Northern Kosovo had once again decided to boycott the ballot.
