Russia has proposed to Damascus to place its chemical weapons stock under international control. Obama says it's "possible" Syria won't be attacked Obama told CNN said that it is possible to reach a diplomatic breakthrough and that the proposal is a positive development, but warned that it must be seen if it was a serious intention. The U.S. president also asserted that the Russian proposal would not have come had his country not made military threats. On August 31, Obama said that the United States should take military action against Syria, but that he would seek congressional approval. British Prime Minister David Cameron backed the Russian proposal, while UN Secretary-General Ban Ki-moon said he may ask the Security Council to demand that the Syrian chemical weapons be stored on a site which would be supervised by the UN. German Chancellor Angela Merkel said the proposal was "interesting," but that she hoped action would follow as well, and that it did not amount to "buying time".
