"Violence will get in way of independence"

He sees the fact that U.S. and Russian presidents George Bush and Vladimir Putin delegated the Kosovo issue to Russian Foreign Minister Sergei Lavrov and U.S. Secretary of State Condoleezza Rice as a failure of U.S. diplomacy.

In Serwer’s opinion, if Russia adheres to its position and continues to reject a new Kosovo resolution and the Kosovo Assembly declares independence, the gap between the U.S. and Europe might only widen.

“It is something the Americans should avoid. They must seek an arrangement with leading European states over the possible recognition of the province’s independence should it come to that point,” he said.

Serwer argued that unilateral recognition of independence without an appropriate UN resolution should be regarded as the last option.

“In that case, Russia and Serbia would have to concede that the world’s majority agreed to go down that road,” Serwer said.
