Two senior Iranian officials, speaking on condition of anonymity, said the proposal includes guarantees that Iran will not be attacked again, an end to Israeli strikes on Hezbollah in Lebanon, and the lifting of all sanctions, The New York Times reported.
In return, Iran would lift the de facto blockade of the Strait and share the revenue with Oman, while the entire proposal would include a protocol for safe passage, infrastructure reconstruction, and an end to regional hostilities.
Axios had previously reported, citing U.S., Israeli, and regional sources, that the United States, Iran, and regional mediators are discussing a potential 45-day ceasefire as part of a two-phase agreement that could lead to a permanent end to the war.
The agreement, tentatively called the “Islamabad Agreement,” would include a regional framework for the Strait, with final in-person talks to be held in Islamabad. Iranian officials had earlier told Reuters that Tehran is seeking a permanent ceasefire with guarantees that it will not be attacked again by the United States and Israel.
