Pieter Feith spoke of Kosovo independence on Montenegrin TV in the capacity of head of the International Steering Group, not an EU representative, says the Group. “Recognition of a state is a matter of each government’s bilateral policy. Feith gave an interview to Montenegrin state TV in the capacity of head of the International Steering Group,“ said a Steering Group spokesman in Pristina in a statement given to the media. "Feith didn't speak on EU's behalf" The spokesman said that Feith “continues to commend the decision to declare Kosovo as an independent country in that capacity,“ adding that “there is no link between that issue and his separate mandate as EU special representative to Kosovo.“ Feith is carrying out two functions in Kosovo—the EU Council of Ministers named him special representative to Kosovo with the task of creating a stable, democratic, and multi-ethnic society, while he was also appointed as head of the International Steering Group. In an interview two days ago with Montenegrin state TV, the diplomat expressed his expectation that all the countries in the region, including Montenegro, should recognize Kosovo soon. He said that recognition of Kosovo’s unilateral independence “might not be a friendly act towards Belgrade,“ but would contribute to stability in the region. Feith said that recognition of independence by Podgorica would not have any major repercussions. In the event of Montenegro recognizing Kosovo, Serbia might withdraw its ambassador from Podgorica "and that’s all.“ The International Steering Group for Kosovo, envisaged by the Ahtisaari Plan, was formed in Vienna on February 28, some 10 days after the Kosovo institutions declared unilateral independence. The spokesman said that Feith “continues to commend the decision to declare Kosovo as an independent country in that capacity,“ adding that “there is no link between that issue and his separate mandate as EU special representative to Kosovo.“
