The inhabitants of Pristina, Kosovo, have heating only six hours a day, three in the morning and three in the evening. This comes due to shortages in heating oil and lack of funds to buy more of the fuel, used for heating residential and other areas. Pristina residents have heating for 6 hrs each day At the end of 2010, the Pristina authorities provided EUR 300,000 for the Termokos heating plant, which were used to purchase heating oil currently being used for heating homes for six hours a day, and with this pace the fuel supply will be exhausted in a few days. The Pristina residetns are coping with the situation, with reports saying that patients at the University Clinical Center "use plastic bottles filled with hot water to keep warm". The Termokos company said that they have long been issuing warnings to the authorized institutions, adding that this season they received EUR 500,000 for heating oil, whereas the stabilization of the situation requires nearly EUR 5mn. Termokos officials did not exclude the possibility that the heating season will end early like it did last year. This year, the subsidies for heating from the Pristina city budget were by 36 percent lower than last year. Another problem are unpaid bills, which, according to estimates, increased to EUR 15.6mn since 1999.
